Why don’t any of the new tablet devices like the iPad or Motorola Zoom work as phones too?

I’d gladly drop some serious bucks on a device that has the functionality of an iPad, Motorola Zoom, Blackberry Playbook, etc., but I won’t want to get saddled with the cost of a cell phone as well, not to mention paying for two 3G or 4G contracts instead of just one. Why don’t the manufacturers just incorporate cell phone functionality into these devices to begin with?
