  You can ONLY charge by USB if the device you are charging from is ON, unless it’s something like a desk lamp I have with USB ports on it to charge things.

  So laptop need to actually be on, not hibernating, off or in Sleep mode.

  Best option is to go to a cell phone store or electronics store like Frys or Radio Shack and pick up a universal wall/car/USB charger. The type that the wall prongs flip out when you want to use AC, or flip back in to use the car cig lighter, and the cord comes out so you can plug it into a USB port. Cost about $19.00 or so most places. Bought several of them for friends as Christmas stocking stuffers last year at Walmart.
