Can a Windows 7/Android tablet have progams installed on it?

I want to know if a windows 7 / android tablet can have programs like java, converters, media players, frostwire etc. be installed.and if I can play Online games on it like runescape and facebook games. i want to know all this because I am planing to purchase a Viewsonic 10.1″ multi touch LCD viewpad with windows 7 and android OS thankyou

  Android and Windows based tablets are much better than Apple iPads.
  Reason: You can surely download and install whatever you wish. – Games, Apps, Messengers etc.
  
  They have their built in Market Place.
  Plus the advantage is: You can download 3rd party apps and run them (unlike Apple)
  
  Amazing tablets are out in the market.
